This study examines the ways in which establishments differ in allowing options for older full-time collar workers to use phased retirement.  The research shows that employers are willing to offer their older workers phased retirement, but as an informal arrangement.  The study also reveals that phased retirement is offered to a greater extent at establishments employing part-time workers, have job sharing, and allow flexible starting times.  Options to take phased retirement were found to be scarcer in establishments in which the employees were unionized and the establishment itself is part of an even larger establishment.

This policy statement addresses the challenges older workers face in remaining in the work force.  The report discusses why encouraging work is important to employers and to the nation as a whole.  This study also defines the obstacles, from financial disincentives and workplace discrimination to limited job options, that prevent older Americans from staying in the work force longer.
